Matilde Carlón is Professor of Administrative Law at the Complutense University of Madrid (UCM), where she has taught since the year 2000, and Vice-Rector for Institutional Relations and Advanced Courses at the Universidad Internacional Menéndez Pelayo (UIMP). She obtained her PhD in 1998 from the University of Oviedo, where she had graduated in law four years earlier. From 2001 to 2003, she served as a leading national expert with the European Commission and, from 2007 to 2011, as a lawyer on secondment to the Spanish Constitutional Court. Author of numerous publications, her areas of interest include economic administrative law, with particular attention to public services and regulation, regulatory supervision, and organizational and contractual matters. She was Vice-Dean of the Faculty of Economics at the Complutense University of Madrid from 2003 to 2006, and has served as advisor to the General Secretary (2006-2007) then as General Secretary (2011-2013 and 2015-2019) of the same institution.
